Good practices in the creation of the Commune Revitalization Program – cooperation between the University of Adam Mickiewicz and the City of Kalisz, The entry of the Revitalization Act on November 18, 2015 enabled municipalities to efficiently plan and conduct the process of moving degraded areas out of the crisis. The Act introduced key regulations affecting the programming of revitalization in Poland. One of the most important instruments is the Municipal Revitalization Program. In order to be able to fully use the potential of this document, we should look for solutions that allow creating the most comprehensive solutions. One of the examples of such activities is cooperation between the university and the local government. Thanks to this combination of practical knowledge of officials with theoretical knowledge of academic experts, we can say that it is a project unique in the country. It is also unique due to the fact that spatial economy students who actively participated in the document creation process were included in the work. The aim of the work is to present the course of the cooperation process of the University of Adam Mickiewicz with the Office during the preparation of the Municipal Revitalization Program for the city of Kalisz and showing the role that the students included in the project played in this project
Experiences of subregional cities in programming of urban renewal. The aim of the article is to analyze and evaluate the experience of selected subregional cities in revitalization programming. At the beginning, the strategic policy of the state towards subregional centers was defined. The guidelines from the National Spatial Development Concept, the National Urban Policy and the Strategy for Responsible Development were pointed out. Then, examine in detail the activities carried out so far in 4 cities, which as a result of the administrative reform in 1999 lost the status of the provincial city, i.e. in Ciechanów, Legnica, Piła and Przemyśl. Current documents have been characterized, in particular, the specificity of areas covered by revitalization has been described. Next, the leading directions of transformations of these areas were presented, resulting from the adopted revitalization policy. This allowed for the formulation of certain generalizations about the specificity of the process of renewal of degraded areas in subregional centers in Poland.

n the paper, the simulation PROP5 program with the road model defined as a noise source and road surroundings model, is used to predict the efficiency of noise protecting means for the chosen building. The appropriate models of verified accuracy have been chosen by comparison of the simulation results with field measurements (Walerian et al., 2010). Here, using the pre-tested simulation program, the possibility of acoustic climate improvement has been analyzed in the ranges of practical variations of the input parameters. The road parameters: its geometry (number of lanes and their positions) and traffic structure over lanes (vehicle flow rates and their average speeds) have been taken under consideration as changeable parameters, that could be corrected to obtain acoustical climate improvement. Moreover, an acoustical screen designing has been considered. The screen efficiency has been evaluated under conditions defined by the input parameters of the road and its surroundings.

In Part I of the paper, the agreement between measurement and simulation results is tested to verify the accuracy degree of the applied models of a road, as a noise source and propagation throughout surrounding space. In Part II, using the pre-tested simulation program, the possibility of acoustic climate improvement has been analyzed.
Dynamic development in children’s research has led to surprising discoveries about the learning and thinking patterns of fetuses, infants and young children. These studies have revolutionized not only our knowledge of children, but also our understanding of the nature of the human mind and brain. Moreover, within this context, it is believed that many areas of adulthood are the result of the experiences and changes that occur during the fetal period and in childhood. These experiences, therefore, are crucial for human development and what people achieve in the following stages of their lives. The results of the research on brain development during the fetal period and during childhood presented here, reveal a new perspective for understanding the essence and nature of the learning process. These studies also strongly suggest that the first two thousand days of a child’s life are critical in developing many basic human skills. Therefore, we must take great care of the quality of environment for a child’s development.
Punktem wyjściowym artykułu jest teza, że zależność między jakością pracy i kształcenia nauczycieli a jakością nauczania w szkole, ma charakter sprzężenia zwrotnego. Nie tylko edukacja nauczycieli wpływa na to, co dzieje się w szkole, ale także model szkoły i programu nauczania decyduje o tym, jak i dla jakiej szkoły są kształceni nauczyciele. Dla uzasadnienia tej tezy wykorzystano analizę zasobów leksykalnych, za pomocą których w polskiej podstawie programowej dla szkół ogólnokształcących są opisane oczekiwane efekty nauczania, analizę dokumentów potwierdzających nauczycielskie kwalifi kacje kandydatów na studia podyplomowe w zakresie drugiego przedmiotu oraz nieudokumentowane dane dotyczące doboru kadry prowadzącej przedmioty pedagogiczno-psychologiczne na wydziałach kształcących nauczycieli przedmiotów. Całość analiz dowodzi rozległych obszarów niedociągnięć w zakresie edukacji nauczycieli, umacnianych modelem tradycyjnego przekazu wiedzy wytwarzanym przez obowiązujące w kraju regulacje pochodzące z resortu oświaty.
This article contains information concerning of the analysis the possibility of defining refinery qualities of the slag based thermophysical and thermodynamical data. The paper presents a model of slag refining processes and a method of determining the reduction capability of slag solutions. Slag was analysed with the use of the DTA methods for the brass melting conductions. The study of computer program including the satisfactory number of data there are used in to the design a modern device rotating head used for gas-slag refining. It was achieved that the refining gas and fluxes were distributed ever by the rotating head. High effectiveness of the gas-slag refining processes was proved for the brass.
The article describes the optimization of the melting brass. Brasses, as one of the most popular alloys of copper, deserve special attention in the context of the processes of melting, which in turn would provide not only products of better quality, but also reduce the cost of their production or refining. For this purpose, several studies carried out deriatographic (DTA) and thermogravimetric (TG) using derivatograph. The results were confronted with the program SLAG - PROP used to evaluate the physicochemical properties of the coatings extraction. Based on the survey and analysis of the program can identify the most favorable physico - chemical properties, which should be carried out treatments. This allows for slag mixtures referred configurations oxide matrix containing specific stimulators of the reaction. Conducted empirical studies indicate a convergence of the areas proposed by the application. It should also be noted that the program also indicates additional areas in which to carry out these processes would get even better, to optimize the melting process, the results.
The basic resource of urban planning is space, which as a result of transformation has a direct impact on socio-economic development and quality of life. The author’s purpose was to define planning solutions for urban spatial policy, which can raise the quality of living, especially in the residential environment. In connection with the above, the literature of the subject was analysed and examples of good spatial policy and urban development in the living environment were shown. Particular attention was paid to the planning solutions in Paris and Vienna, as well as to the examples of the new living environment creation in some Scandinavian cities.
The main objective of the article is to assess the changes in carbon dioxide emissions in residential sector caused by the implementation of the plans contained in the Air Protection Programs, anti-smog resolutions adopted in 9 voivodeships and the nationwide “Clean Air” program. The reduction of emissions of pollutants which directly affecting air quality and human health, i.e. particulate matter and benz(a)pyrene, which residential sector is the main source, can also affect the amount of emitted of carbon dioxide. To determine the changes in carbon dioxide emissions in the residential sector, emissions of CO2 in base year of 2017 from various energy carriers were determined, plans for reducing of low-stack emission were reviewed and the future structure of energy carriers used in households was estimated. The processes of increasing the efficiency of energy use through both the replacement of boilers and thermomodernization were also taken into account. The obtained results show that the highest CO2 emission reduction of 6% is achieved in case of “Clean Air” program. In frame of this program in 3.5 million of single-family houses a heating system replacement and thermomodernization is planned. Implementation of plans included on Air Protection Programs and anti-smog resolutions can lead to a relatively small (approx. 1%) reduction of CO2 compared to base year 2017. The detailed results of future fuel consumption and CO2 emission for individual voivodeships and for the whole of Poland was presented.
Miarą sukcesu rozwojowego współczesnych regionów i zarazem czynnikiem podtrzymującym trwałość tego sukcesu jest przede wszystkim jakość życia mieszkańców. Według definicji Rady Europy (A new strategy for Social Cohesion, 2004, s. 3) spójność społeczna to zdolność terytorialnych społeczności do zapewnienia dobrobytu wszystkim swoim członkom, zmniejszania rozwarstwień społecznych i unikania polaryzacji. W ocenie spójności społecznej regionu dolnośląskiego w przekroju powiatów w latach 2005–2015 uwzględniono zmienne z następujących dziedzin: dochody i aktywność ekonomiczna ludności, warunki mieszkaniowe ludności, dostępność usług i przestrzeni publicznej. Do pomiaru i oceny zmian poziomu spójności społecznej województwa dolnośląskiego w przekroju powiatów w latach 2005–2015 zastosowano odległość GDM1 oraz miernik Theila.
This article presents a new efficient method of determining values of gas flow parameters (e.g. axial dispersion coefficient, DL and Pèclet number, Pe). A simple and very fast technique based on the pulse tracer response is proposed. It is a method which combines the benefits of a transfer function, numerical inversion of the Laplace transform and optimization allows estimation of missing coefficients. The study focuses on the simplicity and flexibility of the method. Calculations were performed with the use of the CAS-type program (Maple®). The correctness of the results obtained is confirmed by good agreement between the theory and experimental data for different pressures and temperature. The CAS-type program is very helpful both for mathematical manipulations as a symbolic computing environment (mathematical formulas of Laplace-domain model are rather sophisticated) and for numerical calculations. The method of investigations of gas flow motion is original. The method is competitive with earlier methods.
Public Supply of Rental Housing under The National Housing Program – Possible Scenarios of Changes in the Rental Market. The aim of the study is to conduct analyzes of possible scenarios of changes in the housing sector after launching the Plus Apartment Program. Therefore, the purpose of housing policy should be to increase the availability of apartments in the form of rental. The research problem is the answer to the following questions: Is it feasible to intervene in the construction market to increase rental supply? What impact on the private rental market may have on the supply of public housing about the rent lower than the market? What impact can the supply of housing under the Plus Apartment Program on the investment and rental of housing for social building society? In which municipalities and on what scale should I implement the Plus Apartment Program? The study hypothesized that the impact of the public supply of apartments for rent under the Plus Apartment Program on residential markets will depend on local conditions of market development and local housing situation.
The dual core bit-byte CPU must be equipped with properly designed circuits, providing interface between the two processor units, and making it possible to exploit all its advantages like versatility of the byte unit and speed of the bit unit. First of all, the interface circuits should be designed in such a way, that they dont disturb maximally parallel operation of the units, and that the CPU as a whole works in the same manner as in a standard PLC. The paper presents hardware solutions supporting effective operation of PLC CPU-s. Possibilities of solving problems concerning data exchange between a CPU and peripheral circuits were presented, with a special stress on timers and counters, and also on data exchange between the bit unit and the byte unit. The objective of the proposed solutions is to decrease the time necessary for a CPU to access its peripheries.
